Volunteer – Mary Russell


Mary Russell, Webmaster.  Possess a Computer Science degree from University of Maryland, graduating Summa Cum Laude.  Retired in December 2018.  In between, spent 34 years in the intelligence community, specializing in software development, project management and financials.

Have built numerous inter and intranet-based websites, ranging from,

  • flagging prescription fraud for humans as well as animals,
  • to integrating special dispensation in the IRS Tax Form Processing system to flag spouses of victims of extreme events, such as a plane crash or terrorist attack, from ever being harassed by the IRS for failure to file a tax return,
  • to analyzing the message traffic degradation between Navy ships during Desert Storm (using a handmade cable between an AN/UYK-44 and a laptop, with a baudot to ASCII conversion routine for translation),
  • to building https://www.gsaadvantage.gov, one of the largest eCommerce sites in the world,
  • to building the FBI’s VGTOF (Violet Gangs and Terrorists Organization File),
  • to analyzing the nexus between illicit wildlife trafficking and the funding of terrorism (per Presidential Executive Order),
  • to performing financial forensics in Amazon’s Cloud Access Portal (CAP) to identify root causes for cost increases,
  • to building the classified package-tracking system, Defense Courier Automated Management System (DCAMS), for the Defense Courier Service, integrating barcoding technology for the first time,
  • to using XML tagging for keyword scanning of raw intel cables which automated and expedited the identification of cables of interest,
  • to flagging terrorists by their name(s) on the FBI Watchlist every time you take a flight.


I am currently a volunteer for my HOA, as the treasurer, webmaster and newsletter editor – and also the webmaster for The APD website.  I really enjoy the technical and creative aspects of building a website, which when combined, make it informative, intuitive and visually appealing – without the need to chase down bad actors at the same time.

I live in a tiny (960 sq ft), 40-year-old log cabin on top of a mountain, bordering Shenandoah National Park, with my long-time significant other, Mark, who is a professional landscape photographer.  Yes, I built his website.  Mark and my favorite past time is watching nature from our two-story deck, or traveling to beautiful locations for photographs, such as any of our nations amazing 61 national parks.
